Amongst other excuses to not document are the general opinions that there is a one-size-fits-all approach. This means people believe that they can use the same documentation for everything, whereas the reality is that there are some things that need to be done in a lot of detail, and others are very simple. 

Another threat people feel is the unrealistic scope or proportions of the task they're about to tackle. The truth is it needs to be broken down into smaller, more manageable steps. 

Yes, it's hard work that doesn't bring out much creativity or particular engagement in employees.
